“Public” does not mean every cost is zero

Many state-funded German universities charge no general tuition for Bachelor programmes and many consecutive Master programmes. That does not remove semester contributions, application charges, programme-specific fees, health insurance, visa costs, travel, housing, or the need to prove financing.

Check tuition exceptions programme by programme

Non-EU students can face tuition in Baden-Württemberg, and Bavarian universities can decide whether to charge non-EU tuition and how much. Continuing-education Master programmes and private institutions can also charge tuition. The current programme fee page and enrolment regulations are the final source for your intake.

Keep semester contribution separate

A semester contribution is not the same as tuition. It supports student services and student representation and may include or support local transport. It varies by institution and semester, so include the university’s current amount in your budget even when tuition is listed as zero.

Budget before you shortlist

Compare the complete first-year cost rather than ranking programmes by tuition alone. Add application and document costs, any uni-assist or VPD handling fees, visa and travel costs, the required financing evidence, monthly housing and living expenses, insurance, and the semester contribution.

• Keep an emergency margin for deposits and initial housing costs.
